Secretary

 

 

It shall be the responsibility of the school board to annually appoint a board secretary from the district staff, other than a position requiring a teaching certificate, or from the public at the board meeting held each year after July 1 and no later than August 15, to serve a one year term of office.  To finalize the appointment, the board secretary shall take the oath of office at the meeting at which the individual was appointed or no later than ten days thereafter.

 

It shall be the responsibility of the secretary to:

 

?        File and preserve copies of reports made and papers transmitted pertaining to the business of the corporation.

 

?        Keep a complete record of proceedings of the regular and special meetings of the board, of executive sessions as directed by law and board policy, and of regular and special elections in the corporation in separate books.

 

?        Keep an accurate, separate account of each fund with the treasurer in accordance with the provisions of the law.

 

?        Keep an accurate account of expenditures incurred by the corporation, and present same to the board for audit and payment.

 

?        File with the board a monthly statement of receipts and disbursements from the various funds, and the balances at the close of the period covered by the statement.

 

?        Countersign warrants and drafts upon the treasurer drawn or signed by the board president according to the provisions of the law.

 

?        Prepare and file required reports with the appropriate governmental entities.

 

?        Assist in the preparation of the annual budget.

 

?        Perform payroll accounting duties to include payroll deductions, food services fund accounting, and provide general supervisory services to the several activity fund custodians.

 

In the event that the secretary is unable to fulfill the responsibilities set out by the board and the law, the superintendent’s secretary shall be responsible for those duties until the board secretary is able to resume the responsibility or a new board secretary is appointed.

 

The secretary shall be covered by the single blanket bond that covers the employees of the district.  The cost of the bond will be paid by the school district.
